People who ulualsy do that are first timers. They don’t know the rules (even though it’s posted here first) so they put on their vulgar underwear at home and show up to the event with them on. It’s a shame that a few people don’t get the point that this event isn’t meant to make people uncomfortable. Some guy was given a summons by the police in the Union Square station because he refused to put his pants back on, after the police asked him to. Thankfully, the thousands who actually follow the rules out weigh those who don’t.
