This is a CH-47 doing a static electrical discharge. The two rotors are 60 feet in diameter, so there is just a ton of coolness being emitted.

It's called the Kopp-Etchells effect, named after two Soldiers who were killed. Has to do with static electricity around the blades. Check out Michael Yon's webpage. Michaelyon-online.com.
